The palettes located in the Tool Dock (at the top) and the Status Bars (upper and lower) do not have handles while docked. To reposition them or to undock them, hold down the CMD (Mac) / Ctrl (Windows) key. Click and hold down the mouse cursor overtop of one of the icons within the palette you wish to remove, then drag the icon to where you wish to move it. You can either reposition the palette in the dock, or remove it from the dock.
Once undocked the palette will have a header bar for placement.
To place the palette back in the dock, drag it back into the dock by the header bar.
